The privileged social estate category "urban dwellers" - honorary citizens in the Russian Empire was established by Manifesto of 10 April, 1832. Russian cities as well provided the title of honorary citizen to the persons known for their merits. A special procedure was established for the capital city of Saint Petersburg. From 1866, an honorary citizen candidature was offered at a meeting of the City Duma, and then the permission of His Imperial Majesty for providing honorary citizen title to that person was requested. We know seven honorary citizens of Saint Petersburg of the pre-revolutionary period. The title of honorary citizen of Leningrad was not awarded in Soviet time. The title of "Honorary Citizen of Saint Petersburg" was established in 1993. First, it was awarded by the city mayor order or by the Saint Petersburg Government decree. In 1995, the Saint Petersburg law "On the title of honorary citizen of Saint Petersburg" was passed. The title of "Honorary Citizen of Saint Petersburg" is the supreme sign of city gratitude to individuals who have made an outstanding contribution to: the development of Saint Petersburg, enhancement of its role and authority in Russia and abroad; democracy strengthening and human rights protecting; science, arts, spiritual and moral society development.
The title of "Honorary Citizen of Saint Petersburg" is awarded during the lifetime of citizens of the Russian Federation, citizens of other states, as well as stateless persons. The title of "Honorary Citizen of Saint Petersburg" is for life. The Honorary Citizen of Saint Petersburg has a right: to enter in buildings and premises occupied by the Saint Petersburg authorities on presentation of “Honorary Citizen of Saint Petersburg” certificate; to be admitted without delay by the Chairman of the Assembly, the Governor of Saint Petersburg, officials of public authorities, heads of agencies, organizations and enterprises, owned by Saint Petersburg; to submit issues in its own name to the Assembly and to the executive authorities of Saint Petersburg; to use free of charge all kinds of urban and suburban transport (except taxi); to be served in the halls for official delegations at rail, inland waterway, maritime stations, and at the airport. Honorary Citizens of Saint Petersburg are considered the Saint Petersburg honorable guests at the celebrations on the occasion of its foundation day and have a right to free participation in the festivities. The persons awarded with the title "Honorary Citizen of Saint Petersburg" are given the honorable distinctions (sign and badge of Honorary Citizen), diplomas, and certificates.
The Sign of Honorary Citizen of Saint Petersburg is an item of jewelry plastic arts, representing the silver wreath formed by two branches of laurel with fine small phianites located evenly along its circumference. Branches are fastened with silver ribbon at the bottom, at the intersection place. A granite flake, taken from the Peter and Paul Fortress, the city symbol, is placed in to the space shaped by a wreath.
Honorary signs "For irreproachable service to Saint Petersburg" and "For an outstanding contribution to the development of Saint Petersburg" are the kinds of promotion of Russian Federation citizens and foreign nationals by the Legislative Assembly of Saint Petersburg. The issue of honorary signs awarding is considered at meetings of the Legislative Assembly of Saint Petersburg.
The citizens of the Russian Federation for special services to Saint Petersburg and many years of fruitful work aimed at the development of Saint Petersburg are awarded the honorary sign "For irreproachable service to Saint Petersburg".
The citizens of the Russian Federation, foreign citizens are awarded the honorary sign "For an outstanding contribution to the development of Saint Petersburg" for special services to Saint Petersburg in the professional or social activity.
In order to encourage morally the Russian citizens, foreign citizens, commercial and non-commercial organizations for outstanding service in the field of cultural, economic and social development of Saint Petersburg, the Legislative Assembly of Saint Petersburg established the Honorary Diploma of the Legislative Assembly and the Gratitude of the Legislative Assembly.
